"Is This Not Enough?": Asymmetries in Institutional Accountability and Collective Sensemaking in the Case of Canada's Algorithmic Visa Triage System
This paper analyzes the algorithmic accountability of Canada's visa triage system, focusing on the Algorithmic Impact Assessment (AIA) for temporary resident visas. Using the ADMAPS framework and mixed-methods analysis of applicant discussions, it identifies three key asymmetries: epistemic, jurisdictional, and temporal-relational, highlighting the gap between institutional transparency and applicants' experiences. This research underscores the need for a shift in focus from institutional design to understanding the diverse impacts of algorithmic governance on individuals, particularly in the context of transnational migration.
